Proposal question

If a job listing has a proposal that says, "Proposals: 15 to 20."  What Does that mean?  It's 15-20 dollars per hour?  Sorry but I'm new to this and can't find an answer.

it means that 15 to 20 people have applied to the job.

Ok thanks.  Do most people propose an hourly fee?  Or project fee?  Or is it just up to me?

client can specify the job either houly ( pay per hour ) or fix priced ( pay per project or per milestones).
