You have to create a portfolio on your profile so that potential clients can see what you are capable of. To win jobs, you have to write compelling proposals to bid on jobs you are 100% sure you can do. Bidding on jobs requires connects. Connects serve as Upwork currency. Without connect you cannot apply for jobs.

Can you specify what issue you are facing in creating a proposal. Genaral rule is identify the work which suits your skillset and apply the job through proposal, resume, and other artefacts you have..  

Plz note that you can attach upto 10 different documents while sending a proposal to client..
