Unverified payment

How do you go about dealing with clients who don't have a payment method set up within UpWork? So far all the ones I've applied to have

A) taken the discussion off of UpWork, usually to something like WhatsApp

And 

B) offered a different method of payment, such as paypal. Not only is this again UpWork TOS, but it also completely disposes of any security UpWork provides. 

Are these all just scams? What are your personal experiences with clients like this?
