What's the first step to restore and get back to my Upwork ethics?

Hi there, I would like to as for help to get started on my upwork account. After working more than 3 years outside upwork, I've decided to dedicate and build my career here on Upwork. Used all my connects but I know I have low chance of getting hired due to my profile is locked and private. 

I would like to seek help on how to become successful.
