Auto payment failure

Hi all,  I got an issue. I selected quarterly payment method and opted for minimum $1000 withdrawl to avoid auto payment. But to my surprise despite being limit set to $1000, auto payment occured from my account and even it failed. Though my amount returned but the $0.99 deducted for trasncation is not refunded. 

 

Although $0.99 is not a big amount but this happening with me second time despite selecting the withdrawl limit to $1000, auto payment occured on $400 balance. 

 

I want Upwork team to look into this matter. Thanks
