Billing address issue

While adding my Master card for the billing address, I received this pop-up:

Our records indicate that the payment method entered is already associated with the maximum number of accounts. Please add a different payment method.

I have removed the card from other accounts and still I am facing this issue. I have only one Master card to add for the billing address, could anyone help me to resolve this issue? Thanks!
