Procedures of selecting Every Clients, in related Domains for Jobs

Dear Sir

I had submitted proposals to many Clients, whose Hire rates are 0%, Invites shared 1-4 Nos, Open job etcs.

But, these Clients after accepting proposals does some discussions about the Project & then vanishes out for permanently. The Client's Hire rates remains 0%, Invites again same 1-4 Nos. etcs. & remains the same for the months to come.

Kindly, let me know how to Select my Domain related Clients, with valuable Connects & Time to spend on them. Because, they are too risky & sometimes wastes energy.
