Thanks for reaching out to us. In order to be able to submit proposals on behalf of other agency members, profiles of those agency members have to be completed and accepted on the platform. Please, communicate with freelancers you added to the agency and ask them to complete and resubmit their profiles for a review. Let us know if you need further assistance.
