If the freelancer is a non-exclusive agency member, then yes, they can still send out proposals from their freelancer profile and work on projects as a freelancer while they're also working on a project as an agency member. However, if the freelancer is an exclusive agency member, they will not be able to work on projects as an individual freelancer.
