I have posted a job of 50$ now i have to pay my freelancers just 30$ then where remaining 20$ will gone ? will that refund back to my bank account or will stay with upwork ?

Not sure what You are talking about. I think it is a Fixed Price Job as you posted a budget of 50 USD.

Case1.If You posted a Job for 50 dollar and after discussion with freelancer , Deposited 30 Dollar in ESCROW and hired Freelancer. Then You have Deposited only 30 Dollar and the initial 50 dollar ( as posted in your Job post) is immaterial. There is no question of 20 USD being returned. 

On sucessful Completetion of the Job, either you approved the milestone or it gets approved in 14 days automatically, if no change was requested by you.

The freelancer gets paid 30 dollar (and not 50).

Case2. You ESCROWED 50 USD but, now due to any reason , you and your freelancer have agreed for only 30 dollar. Then while releasing the money You can edit the dollar amount to 30. The freelancer would need to agree. The 20 Dollar would be refunded to you.
