Financial transactions limited

I want to apologize for answering so late, I didn't need upwork before and didn't pay attention to my emails until today. Your platform is excellent so I would like to resolve this dispute as soon as possible so that I can use it.

didn't know about this non-English phrasing were forbidden and i'm really sorry about this. What should i do to reactivate my account as soon as possible? 
 
Plus I'd like to delete this account because I'm using another one which is actually locked because of the financial transactions limited one this one.
