Generally speaking, yes.

Not all freelancers are checked. Some are asked to do an identity verification video call, in which a third-party service looks at their face and verifies that they are who their profile photo shows. Some freelancers are asked to provide their photo ID, such as drivers license or passport.
But Upwork does not guarantee that any individual freelancer can be trusted.
That is up to you to decide.
You may wish to look at their work history, and read the reviews former clients left. You may wish to interview them via video chat, such as through Skype.
What kind of personal information are you planning to provide?
If I hire a freelancer to draw a picture of a cat wearing a funny hat, then I don't need to provide personal information. Not all work requires a lot of "trust."
