How do I resolve "Your account has been placed on hold"

I can't seem to find a way to find a way to contact support. 

I also can't seem to update my billing methods because the page is unaccessible for me.

 

By now I must have cycled ~$50k through upwork, and it is baffling that I can't get reach customer support. No email or phone #.

 

Could someone please kindly help as to how to contact customer support?
