Pay freelancer from upwork account

Hello  i work as Freelancer in upwork and have money in my account  i want to pay  i have creat client account and want to hire freelancer and pay him from the money that i have  what is the setps to do this .

Upwork does not allow users to use freelancer earnings to directly pay other freelancers as a client.

Your options as a client include using credit card and PayPal, depending on where you live.
