PayPal is available as a Billing method on Freelancer Account, but not available in Client Account

As mentioned, Paypal is avaiable as a Billing Method in my Freelancer Profile, and I have added it. This way, I can buy connects using Paypal.
But on my client account, I can't add Paypal to my Billing method, and I am forced to use a credit card and suffer from conversion fees lol.
Is there a reason for this ?
