PayPal not available as a billing & payments method

I'm interested in why PayPal isn't available on my account as a billing method? I want to add it and hire freelancers, but the only option is a credit card.

There are three billing methods available to clients in order to hire freelancers: credit or debit card, PayPal, and Bank Account (ACH). That may vary depending on the location. If PayPal isn't available in your location and you don't qualify for ACH, you can consider getting a credit or debit card if you'd like to hire on Upwork.
