Payment method declined

Part way through a contract my payment method was declined and $192 was refunded from the agency.

I logged in and paid the balance of $192 manually but now the agency is saying upwork keep that and so I need to pay her $192 as a bonus.

That would mean I paid the $192 twice though. Is that right?
