Unable to log a service ticket about a billing issue that is preventing me from logging a ticket!!!

Upwork is blocking multiple cards on my account.  I therefore can't log a service ticket and have to speak to this idiotic Data bot.  Meaning I can't solve the problem.  My bank has given me the all clear so there must be some other issue on the billing issue without details on the error message.

Catch 22.
