Hi,
We now have a few upwork contractors working a set number of ohurs per week on a set hourly rate. My ideal option would be to automatically pay them every week for the agreed number of ohurs, for example 40 x rate, without having to worry.
I'd like upwork to automatically pay them from our payment method, without the freelancer having to enter a work diary or enter manual time.
What si the best way to do this?

This is available already, easy to use.
As a client, when I create an hourly contract for a freelancer, I can click on a button for advanced options, and then I can specify an automated weekly payment. This is sometimes known as a "salary" or "retainer" or "Weekly Payment."
What does it mean?
I want the freelancer to receive $200 per week, automatically, no matter what.
I fill in the "weekly salary" field (under advanced options) as: 200.
Then: Each week, the freelancer is automatically paid $200.
This is pro-rated.

If you want to accomplish your stated goals... this is easy to do.
For example, if you want to pay Janet for 40 hours of work each week, at a rate of $5/hour, and you do not want her to enter time manually or log using the time-tracker tool, then set her up with an hourly contract, with a Weekly Payment of 40 X 5 = $200, and then set the Weekly Limit ("maximum number of hours per week") number to zero.
