Ability to release payment for single milestone even if new milestones are requested

Recently I got to know that if you have created multiple milestones, client has to fund all the milestones to release payment even for a single milestone. Ideally, a freelancer should be able to create as many milestones as possible, client should be able to approve or deny it without funding it immediately and should be able to release/fund a single milestone. Milestones can be seen as a map that the Freelancer gives to the Client, so the Client knows how things go in the next few steps
