Avoiding feedback

I want to know about the feedback process after completion of work, that is it compulsory to give and receive feedback.

A client should be the person who closes a contract after work is done. When they close a contract they HAVE to leave feedback. The only thing they don't have to do is to leave any comments. 

If a freelancer closes the contract they leave feedback, but a client doesn't have to. they just get notified to leave feedback, It's a double blind system, Neither can see what the other has written until the other has given feedback or if 14 days have passed. Too many contracts without feedback can affect a freelancer's JSS so a freelancer shouldn't always be the one to close a contract.
