Can I request one negative feedback be removed per 6 months?

I withdrew from a one-hour contract I accepted prior to working , as I realized it would be a waste of my time and energy after the fact as the client refused to write up the requirements as we agreed upon.

Does Upwork allowa  request for removal of one negative client feedback once in 6 months (not a project feedback) if the client should choose to do so and hurt  my JSS?

Only if you are top rated and it's 3 months and 10 closed contracts since the last one.
