Cannot withdraw my earnings to my active paypal

Every Time I'm trying to get money to my PayPal or another payment method the summ with the fee is refounded. 

When I click on "Get payed" -> "Get payed now" It shows a success message that everything is ok and payment was processed successfuly.

After a min I get a notification that "My payment could not be processed".

Please help me to understant how and why this happens, and how can I fix this?
