My client has ended the contract with 300$ in escrow. There were no milestones. Now post-closing he wants a full refund. On discussion, we reached a mutual settlement and he wants to pay me a partial amount for the work I have done. How can he do that? or we need to go through dispute settlement in order to change the payments?
We want to avoid going to dispute mechanism and we both want to settle it.

It does not matter if the contract is closed or open.
Even if the contract has been closed, the freelancer can issue a refund in any amount (up to total amount paid).
Even of the contract has been closed, the client can pay the freelancer a bonus in ANY amount
So freelancer and client have simply ways to send money to the other. Do NOT try to use the "dispute" process to do so.
