Client cancel job and create another job

I applied to a job  this morning. Then when I checked a few hours later the client has created exactly the same job with a new title and was then interviewing freelancers in the new job advert. This means the client will probably cancel the original job BUT this means I have used my connects and bid for the original job and now have to submit a new application for the latest job. I don't think this is really fair from clients to do this. Why do clients do this?

Sometimes I got in this same situation when the client edited their post details. Should Upwork prevent clients from updating the post details or requirements when there is a proposal submitted or at least close the outdated post and return Connects to freelancers?
