Client disregards the proposals sent to him & sends invites

Hi,

I have noticed that in many of the job posts, although there are more than 20 proposals submitted (including mine), the clients would send another 30 invites. What is the use of us sending the proposals? if the client is anyway disregarding those & using the job post - just as a stepping stone to approach their desired candidate.

Why do you think a client with 20 proposals would send out invites after looking at them. In your critical thinking, what would you guess is the answer to your question?
