How do I contact with talent specialist?

I have worked on Upwork for the last 2 months but I can't get a job. I just get a few small jobs.

They contact you, not the other way around. You could follow up with past clients, ask them for referrals. You could also tinker with your profile (change tagline to focus on one specialty, add a video introduction, etc.). 

And keep grinding, and grinding, and grinding ...
