Contract starts on April 1, new milestone added on 6 April, why not eligible 10%?

Hi Freelancers,

Upwork new 10% fee is not applying on new milestones. My contract starts on April one, Completed one milestone earlier. And then new milestone added after 3 april. But the new milestone payment charging 20% still. It should apply 10% right?
