Declaring my income in Albania

I am working for a client and I am looking forwards to receive my income by end of March and the thing is that before I do that I need to release a receipt through a government portal for freelancers in Albania. All I need to complete the steps is Upwork VAT which I can't find anywhere. Please, I am in need of Upwork's VAT so that I release the receipt and afterwards withdraw my income.

Any help is highly appreciated.
