Fixed Rate - Active milestone

Nearly all of my Upwork jobs have been/are hourly contracts, so I have a question about fixed rate jobs. I have one currently, and the milestone indicates that it is "Active". Does "Active" mean that it's funded as well? Just want to be sure before I submit my work for payment.

Click on it and see if it there are funds in escrow.

If it wasn't funded, there would be no green "submit for payment" button.

It's also impossible for a client to create a fixed rate contract without funding the first milestone. The main thing to check is the amount, so it's been funded with the agreed amount, not less.
