Hi, I am new at upwork. I applied for the job and the employer messaged me but I was instructed to communicate via telegram. Is this safe?

No, it is a scam. Flag it and report them so the post can immedialey be removed before anyone falls for it.

Clients and freelancers cannot communicate off Upwork until a contract has been set up on your account (the client sent an offer, and you accepted it).
