Hiring a top rated worker issue

Hi, I was trying to hire a top rated freelancer but I can't find a super specific job doer according to my needs. I need a designer but he should be in dry cleaning as I have to have him work on the project **Edited for Community Guidelines** and I have tried all the methods to find that super specific skill expert. 

Now I just want to know some ways to find more precisely the freelancers which I want to hire. How to do that? Thanks

Graphic designers are able to work with a variety of different businesses and adapt to different styles. I'm curious as to why you feel that dry cleaning experience is necessary? A good designer would be capable of researching your competitors and familiarising themselves with your industry.
