How Connects work?

Hello Folks,

I am interested in understanding the criteria used to determine the number of connects required for submitting a job proposal.

For example: on some job posts I see only 6 connects are required to post the job, and on some it is even 16 (as per the latest changes) so I want to understand whatis the crieteria behind this and does this belongs to the quality of job like should we believe that the lower the connects required lower is the quality of job? 

Please if someone can clear this doubt would be of great help in understanding the job selection process.
