How I can change my account status from "on hold" to "active"

Hello, in January 23, 2019 I got a message about that my account on Hold. These all years I can't use my Upwork account. But now I migrated to Czech Republic from Ukraine and I can't use Ukrainian freelance sites more, and I would to know if I can change my account to active and I really want to try myself in Upwork. Can you please explain me how I can do this and if it's possible.
