I've just moved to Sweden in the past few months and am beyond confused about VAT. Do I have to include 25% VAT charge to all customers? I read on Skatteverket that I only charge VAT if I'm selling services to a private person, so I imagine if I work with someone who owns a company, then I do not need to charge VAT. Can anyone provide some input on this?

In Sweden:
Business: Add VAT
Individual: Add VAT
EU:
Business: Reverse Charge
Individual: Add VAT
non-EU
Business: Reverse charge
Individual: Add VAT

I recently (the entire last week) read all I could about VAT on Skatteverket and their brochures and it seems to still be the same as you said here. Thanks.
I have one question now: the amount that Upwork takes from freelancers' earnings. do we create an expense entry for that in our bookkeeping and state the amount there? what details do we need to add for it? or in other words my question is "how do we handle the Upwork fee when we are doing our bookkeeping"?
