I have recently done my first job and the client was unfair .

He requested many tasks with low budget and when i told him to create new milestone to cover his requests he create it but not release first one nor paid for second created.
I have completed his job and he released first milestone only while second one still not paid to upwork.

How I can report this guy?

You cannot. You can, but it is useless. You must work only for prefunded.

You can't report him. He did not break any rules.

Forget about this contract. It is in the past.

You (the freelancer) are the one who made mistakes.
