Limited Financial Tansactions

I have the message, "transactions for Anthony Garret (33516962) have been limited." What could be the problem, and how do I solve it? This limitation is preventing me from buying more connects.

I have received a ticket. However, it doesn't act as a solution. It says I have a payment method that isn't under my name but that is not the case.
