Not able to add billing method.

Hi. I am not able to add billing method and Upwork says it is not verified or credit card is not added.

BUT my PayPal is verified and it has verified.

Also, I can add my Paypal as a payment method but it is not acceptable as billing method.

Can you gimme idea what's wrong with it?
