Not able to submit proposal

Hi,

 I am trying to submit a proposal but the submit proposal button is not active. I am getting the following error message

"To submit a proposal, update your profile rate to $3/hour or more"

I am not able to update my hourly rate as well. 

Pls help to rectify the same

Are you an exclusive member of the agency? If so, only the agency manager can change it.
