Posted a proposal, new client, Upwork fee is 10% instead of 20%?

Hi,

Can someone help me figure this out:

I applied to a job, first time client, amount below $500, and Upwork service fee shows as 10%.

Shouldn't it be 20%?

It does show 20% for all other proposals I sent recently.

I haven't been bidding for a while, maybe there is some new rule in place that I am not aware of.
