After submitting a proposal, I realized I had forgotten a critical piece of employment information. It is buried on my resume because it is so old, but it would really help me stand out for this job. Can I recall the proposal without withdrawing it? Is there anything I can do?

Yes.
Will you be able to send another proposal? MAYBE. But maybe not. It is not guaranteed.
If you ARE able to send another proposals to the same job, it WILL cost you connects anew. So you will have paid double the connects.
My advice: Don't worry about it.

No, but you can withdraw and reapply. No "maybe" about it. Yes, it will cost the connects again.
If you include your resume to your proposal (unusual for Upwork) make sure you add a version that does NOT include any contact details whatsoever.
Most clients won't look at an attached resume. Frankly, most don't even read every proposal.
