Reporting a client

Hi there,

I worked with a client for a 10euros task which was testing a website and local mobile network.

I did not have that specific network sim so I had to buy and before that I informed the client. Altogether I had to spend 29 euros (15 for sim, 4 for transportation and 10 for sim credit.). I sent all receipts to him and still he did not say anything. At the end he offered me 15 euros. 

Now I would like to report this client to Upwork. How can I do this?

Any help would be appreciated.

There is nothing to report. 

You should have asked for those payments in advance. Even if the client had originally agreed in writing that they will cover those costs (did they??) there is no way to dispute funds that aren't in escrow.
