This post https://www.upwork.com/jobs/necesita-espa-nativo_~018693393a7cc6e885/ tried to ask me for $50 to apply and as soon as I refused, he blocked me from the job offer and the telegram where he asked to be contacted. He told me not to say anything because I wouldn't have a way to prove it

Johaly, it is a violation of Upwork's terms of service to communicate with prospective clients outside of Upwork.

If you stop doing this, you will avoid the vast majority of scams, you also avoid having your account suspended by Upwork for violating their terms.

In future, stay safe and keep your Upwork account safe by not communicating outside the platform unless you have been hired with a proper Upwork contract.

Thank you for your message. I checked the job post you were referring to and it seems that it's already been taken down because it was in violation of Upwork ToS and action has been taken on the client account.

"telegram" should have been your first clue. Really, ask yourself, when was the last time a human being used a telegram?

You are right, that is why now they use the Telegram app!
