Starting an agency by outsourcing work through one's own profile

Hi everyone, I was wondering if one could start an agency through basically their own profile--I know upwork provides an option to create an agency. But if you've already got a profile with reviews, can't you start from there? Obviously, you'll mention you're an "agency" in your profile, but is it allowed to do so?

When you start an agency, your profile still stays, and your feedback rating and JSS are "inherited" by the agency. So there's no problem creating it, you will not be starting from anew.

No issue at all. Just create an agency profile. Recently my boss started an agency for inspection services, like welding inspection and construction inspection. and all his personal profile rating shifted to his agency profile with job success rate. So better option is to start an agency profile instead of using personal profile.
