Unable to Create an Agency Account

Hello,

I've been trying to create an agency account on Upwork, but am unable to. All the tutorials say to create an agency via the "My Teams" > "Create an Account" route, but the only options I see when I click on "Create an Account" are links to "Learn More" and to creating an Upwork Client Account. I've attached a screenshot of what that looks like to this post.
