Unable to re-activate deleted/de-activated account or sign up new account

I de-activated or deleted my account some time ago and would like to start using it again. New signups for my email address advise me to contact support and no account reset mechanisms recognize my address. 

I have not found any way to contact support as the error message advises, any suggestions for how to open a ticket or unlock the address?
