Upwork Fees

I have been hired by the same client for two hourly contracts. The first contract is now over $500 and Upwork's fee is now 10%. The second contract only started recently and Upwork is taking 20%. Since both hourly contracts are for the same client, shouldn't Upwork only take 10% from both contracts?
