We spend money on Upwork and proposals don't get even viewed. Upwok should send the connects back if proposals didn't get viewed after a specific amount of time.

If you have applied for a job and it’s no longer available because of a violation or wasted Connects on a job proposal that turns out to be fraud, we will return your Connects. In these cases, Connects are credited back to your account for reuse — not for a refund of their cash value.
When you use your Connects, you are investing in the opportunity to promote your services to prospective clients. Your Connects are not returned if the client chooses another freelancer, lets the job expire without hiring, or if you withdraw your proposal from a project. Please think carefully about a project before submitting proposals.
There are several reasons why clients do not view your proposals and we are not privy to these reasons. But, in our effort to assist the client in choosing a freelancer, Upwork sends notifications to clients to remind them of an open job posting and when they receive new proposals. However, again, we have no control over the clients' actions afterward.

I think Upwork tries to handle proposals from unqualified freelancers but ignores careless clients who cost freelancers time and money. lately, I have been looking for another platform cause of this experience.
