Upwork to Paypal transfer (India)

Hi!
I am new to Paypal.
I am from India. 
I wanted to know if I transfer amount from Upwork to Paypal (USD account, but based in India), what fees will be applied?
I want to spend in USD, so double currency conversion to bank account and then spending looks futile to do.

Unless you have a business or sellers account, PayPal India is also duty bound by govt rules to transfer money automatically to your Indian bank account.

You will end up losing another 3.5% of your earnings as PayPal fees, in addition to Upwork service fees, instead of just 1 dollar as direct-to-bank transfer.

I speak from experience as I get paid monthly through PayPal and Payoneer by private clients.
