VAT return and cancellation

Hi there! I’ve never think about the VAT I pay here. I’m a Russian citizen, but now I live and work in Ukraine, and I have all evidences such as ID of the permanent resident, tax number, bank account, etc. 
How can I switch my account to Ukraine and is it possible to return VAT i paid here?

VAT in Ukraine is the same as in Russia, isn't it?

I’m not sure, but there is no Ukraine in the list on the “Value Added Tax (VAT) on Freelancer Fees” page.

Maybe Upwork don't have to charge you for it yet. But no, you won't get previously paid VAT back. It's only a few Dollars you've paid so far anyway.
